Many organizations responsible for essential services—including water, electricity, and local government systems—operate on aging infrastructure with limited budgets and staff. As AI-enabled cyber threats become more sophisticated, these entities face a narrowing "defender's window" to secure their systems. OpenAI’s "Daybreak for Frontline Defenders" initiative aims to bridge this gap by providing $1 billion in subsidized access to frontier AI cyber capabilities over the next six months.

Practical Application of Daybreak AI

Daybreak is designed to assist defenders in high-stakes environments by automating complex security tasks. The platform allows teams to:

  • Review legacy code: Analyze aging systems for hidden security flaws.
  • Validate vulnerabilities: Use AI to confirm potential threats and prioritize the most critical risks.
  • Develop and test fixes: Generate and verify patches, ensuring systems remain operational during the remediation process.

This approach has already seen success; following attacks on U.S. water systems, OpenAI provided affected utilities with $1 million in credits and technical assistance, enabling them to validate findings and deploy patches without service disruption.

Scaling Through Partnerships and Training

Recognizing that access alone is insufficient, OpenAI is focusing on hands-on support and ecosystem integration:

  • Targeted Training: A pilot program with the Multi-State Information Sharing and Analysis Center (MS-ISAC) provides state, local, and tribal defenders with guided training and technical assistance.
  • Defense Factory Architecture: OpenAI is sharing the architecture of its "Defense Factory"—a continuous, agent-first operation designed to find, validate, and prepare fixes for vulnerabilities—to help other organizations build similar automated workflows.
  • Ecosystem Integration: Through the "Daybreak Defense Network," over 35 partner products are integrating OpenAI’s cyber models, allowing defenders to utilize these capabilities within the tools and workflows they already use.
