A Bipartisan Strategy for AI Workforce Integration

RAISE US is a new initiative led by former Rhode Island Governor (and current Commerce Secretary) Gina Raimondo and former Indiana Governor Eric Holcomb. The organization aims to bridge the gap between rapid AI adoption and the readiness of the American labor force. The core premise is that while AI will generate new industries and roles, the transition period risks significant disruption if current training and support systems remain stagnant.

Rather than focusing solely on technological development, the group emphasizes a "people strategy" designed to prevent the automation of economic decline. The initiative has secured over $500 million in commitments from corporate partners, including Amazon, Anthropic, Bank of America, Microsoft, and the OpenAI Foundation, to fund its operations and pilot programs.

Operationalizing State-Level Workforce Transitions

The initiative focuses on three primary mechanisms to support workers:

  • Corporate Incentives: Designing and piloting new models to encourage companies to retrain and redeploy existing staff rather than relying solely on external hiring.
  • Support Systems: Developing new frameworks to assist individuals through job transitions, acknowledging that the shift to an AI-integrated economy will be non-linear and potentially volatile.
  • Demand-Driven Training: Creating training models that are directly tied to real-time employer demand, ensuring that educational and vocational programs remain relevant to the evolving needs of the AI sector.

RAISE US is currently partnering with the states of Arkansas, Connecticut, Maryland, and Utah to implement these strategies. The Arkansas pilot serves as an early example of the group's approach, focusing on connecting students and jobseekers directly to emerging career pathways in the AI economy.
